Ramesh to join Statehood Day celebrations

 

Itanagar, Feb 18: Union Rural Development Minister Jairam Ramesh would join the Statehood Day celebration at Indira Gandhi Park here on February 20.

Ramesh  is expected to land at Miao on Feb 19 to lay the foundation stone for the 157 km Miao-Vijaynagar Road to be funded under PMGSY to the tune of Rs. 268 crore. State Chief Minister Nabam Tuki would accompany the union minister, according to sources.

The state government has geared up to celebrate the Statehood Day with the theme 'Celebrating Oneness'. Participants from all districts of the state are expected to take part in various cultural and sports events during the three-day extravaganza.

Events like flower show, exhibition stalls, trade fair and food village would be the major attraction of the three-day celebration.

As a part of the celebration, the third state level inter district rural sports meet under Panchayat Yuva Krida Aur Khel Abhiyan (PYKKA) began at Sangey Lhaden Sports Academy (SLSA) playground, Chimpu, near here yesterday. PTI/Source

 

Extortion threat creates panic in Balijan VKV

ITANAGAR, Feb 18: The principal of Vivekenanda Kendriya Vidyalaya (VKV) School Balijan has left the school compound after an extortion threat was issued by underground groups from neighbouring state Assam. Heavy demand for money was made with a threat of dire consequence if the principal failed to pay it. An FIR has been lodged in this regard at Balijan police station.

The incident has created absolute terror among teaching staff, parents and students of VKV Balijan. VKV Balijan is a boarding school for girls and is one of the most reputed VKV institutions.

When contacted Papum Pare district Superintendent of Police Nabam Gungte informed that police has launched investigation into the matter and exuded confidence of cracking the case at the earliest.

All Nyishi Students Union (ANSU) has expressed serious concern over the news and called on Papum Pare district administration to provide enough security to VKV Balijan School.  ANSU General Secretary Panye Arjun while talking to this daily asked state government to take serious note of the issue.

“While authorities are shying away from letting us know which group has issued threat, but we have specific information mentioning involvement of Bodo militants in it. Citizens of border areas regularly faces such kind of threat and this new case of extortion threat being issued to a school principal is really disturbing. State government should hold talk with their Assam counterpart and find a lasting solution to it,” said ANSU GS. Further he appealed to the law abiding citizens of Assam to discourage such groups who are hell bent on destroying the peaceful relation between people of two neighbouring states.

Meanwhile, according to the sources VKV authorities in Itanagar has formally informed home department about the incident. They also added that the principal has been evacuated to a safer place.

 

 

Namsai people laud Govt decision

ITANAGAR, Feb 18: People of Namsai sub-division led by their three legislators – PWD, Finance and Planning Minister Chowna Mein, Environment and Forests Parliamentary Secretary CT Mein and MLA Nang Sati Mein – along with ZillaParishad members called on Chief Minister NabamTuki here today morning and expressed their gratefulness for the decision to create a new Namsai district by bifurcating Lohit.

In a representation signed by Lekang-1 ZPM, panchayat and Congress leaders and senior citizens, the people called it a timely decision to fulfill the long-cherished aspiration of the people of Lekang, Namsai and Chongkham Assembly constituencies. This, they said, will pave way for a new era of development of the sub-division bordering Assam.  In return the public leaders assured full cooperation to the Chief Minister in the coming years.

“We are indeed grateful to Chief Minister NabamTuki for approving in principle the creation of a new district for the people of Namsai sub-division in the recently held Cabinet meeting. We reassure him of our unstinted support to his leadership in all years to come,” said Chowna Mein, while thanking Tuki on behalf of the people.

“There are times we have to take tough decisions, but decisions we have to take keeping in mind utmost demand of the people based on its genuineness,” Tuki responded and said that the area, though developed in comparison to other parts of the state, has lot more scope for development.

He assured that the matter would be placed in the ensuing Budget session and expressed optimism that Namsai district would finally see its dawn soon.

Thanking the CM profusely, CT Mein reiterated that since his taking over as Chief Minister of the state, each and every part of the state were getting equal attention of the government and hence dreams of the people are becoming realities.

Nang Sati Mein too reiterated her and the people of her constituency’s support and cooperation to the government led by Tuki.

Meanwhile, the CM was also apprised of law and order situation in Lekang circle by the MahilaMandal, who demanded extensive patrolling by security forces in and around Mahadevpur area, especially during the night.

The Chief Minister assured to give necessary directives to concerned authorities in this regard.

 

 

MMC reaches Khonsa, last leg of district tour

ITANAGAR, Feb 18: After an arduous journey of about 20 days covering 8 highly HIV vulnerable districts, MMC on HIV with the theme “Live Another Day, Journey Against AIDS”, finally reached Khonsa, the headquarter of Tirap district yesterday.

The campaign team was welcomed at Khonsa by heavy rainfall, the only venue throughout the whole campaign this time, where weather god has a different plan.

The beautiful open air stage erected in Nehru Stadium for the MMC Rock Concert by the Nocte Student Union had to be covered with Tarpaulins as emergency arrangement in order to avoid short circuit of the sound system and musical equipments. However the heavy rain failed to dampen the spirit of music lovers of Khonsa town. Young audience, specially the fans of Alien Gods and Carnal Sins thronged the venue in hundreds. Some with umbrellas and many without umbrella danced to the tune of boisterous Blackened Death Methal music rendered by Alien Gods and Carnal Sins.

KamtokLowang, the local MLA of Khonsa, while attending the concert appreciated the effort of APSACS in mobilising such a huge number of youths in a departmental health programme. He stressed that youth should be made aware of HIV as they are the backbone of the nation. He also urged the youth to remain safe from HIV and other sexually transmitted diseases.

While appreciating YumrinNokpa, General Secretary, ArNP+ for disclosing his HIV status openly to the people said that Yumrin is an example for others to follow. People like Yumrin should be encouraged so that other PLHIV can come overground and work for the prevention and control of HIV in the state.  Tirap Deputy Commissioner Dr. Sachin Shinde highlighted the four routes of HIV transmission to the young audience which includes Unprotected Sexual Contact with infected partner, Transfusion of infected Blood and Blood Product, Sharing of infected needles and syringes, transmission through infected parent to their baby. He also stressed on use of condom to prevent HIV.

Dr. KomlingPerme, DMO, Tirap while highlighting the HIV scenario in the world, at national level and at state level said that HIV has emerged as major challenge for the human civilization today. As there is no vaccine and no definite cure for the disease, it can only be prevented through proper knowledge.

APSACS Deputy Director (IEC) TashorPali asked the youth to learn about HIV in the course of rock show. While specifying that MMC is being carried out targeting the youth aged between 15 – 29 years, Pali said that they are the most vulnerable population as per as HIV is concerned. They are also the most productive age group so it is very important that youth are made aware of HIV and remain safe. He also urged the youth to practice what they know about HIV. Weekly Iron and folic acid supplementation for youth aged between 10-19 years was also promoted during the campaign this time by NRHM through MMC in Khonsa.

YumrinNokpa, General Secretary of ArNP+ who himself is from Tirap made an emotional appeal to the people to hate the virus and not to the people living with HIV. Alien Gods vocalist, Olik Boko, while hugging YumrinNokpa on stage appealed youths to stay safe from HIV but not to discriminate people living with HIV. The other touring band Carnal Sins also asked audience to stay safe from HIV as there is no vaccine against the disease.

Local bands from Khonsa, The Blue Ink and Fire String also enthralled the Rock fans of Khonsa despite heavy shower during the show. Commandant of Assam Rifles, Khonsa, SP Tirap and other Heads of Department also attended the programme.

 

 

Governor calls for exchange prog. amongst the universities

ITANAGAR, Feb 18: Governor of Arunachal Pradesh General (Retd) JJ Singh presided over the 107th Convocation of Khalsa College, Amritsar yesterday.

In his convocation address, the Governor advised the graduates to remember that individual success, however desirable and coveted, is not enough by itself. They have to be socially useful, innovative and have multi-disciplinary approach to make themselves, their families and the State and Country proud. He urged upon them to be a responsible and be a contributing member of ‘Team India’.

The Governor spoke on the rich history of Khalsa College, which was established in 1892 by the then visionary leaders. He appreciated College’s role in imparting the value education to the society.

Stating that Arunachal Pradesh is a young State and the education sector in the State is yet to fully develop, the Governor appealed to Guru Nanak Dev University and Khalsa College, Amritsar to join hands with the institutions of higher education in the State in spreading higher and technical education.

Suggesting for inter university activities, like exchange programmes, the Governor said that such initiative will help the students of Arunachal Pradesh in learning about their peers in Guru Nanak Dev University and vice versa. Exchange programme for the teaching faculty will engrain better teaching methods, he emphasized.

The Governor also spoke at length about Arunachal Pradesh, its potentials in hydropower sectors and tourism opportunities. He went to highlight the rapid pace of development in the State.

Special secretary, Higher Education, Punjab, Chander Gaind attended as the Guest of Honour. Khalsa College Governing Council President Satyajit Singh Majithia, Vice President Charanjit Singh Cadha and honorary secretary Rajinder Mohan Singh Chhina were also present on the occasion.

Khalsa College Amritsar Principal Dr. Daljit Singh and the college fraternity expressed gratitude to the Governor for the inspirational convocation address.

RBI to make rubber a money spinner for rural Arunachal

ITANAGAR, Feb 18: The Rubber Board of India today assured all possible help to make rubber a money spinner for the rural populace of Arunachal Pradesh.

“With the collective efforts of the state government and planters the RBI has made Tripura an important rubber hub of India. Same goes with parts of Assam where ever the RBI had focussed,” RBI commissioner (Production) Dr J Thomas told this editor over telephone from Travancore.

Thomas was accompanying agro gramin united (agun) chairman LikhaMaj to help him gain practical knowledge about rubber cultivation in the rubber garden of Vaikundam Plantations Ltd (VPL), Travancore.

“Arunachal Pradesh, particularly its foothill areas bordering Assam having huge unutilized land are very suitable for rubber cultivation. Identification of land and consistency are keys to success for the high yielding cash crop”, Dr Thomas said responding to a volley of questions.  

“Rubber is the crop that requires seven-year focussed attention. The RBI encourages the growers to plant rubber without disturbing the staple food crop of the area, including horticulture plantations like pine apple etc. for 3-4 years till rubber becomes a sustainable crop. The growers need employment support, may be under various GoI schemes, during the gestation period. Diversion of focus will make the crop unproductive,” Dr Thomas said with conviction.

S Ramchandran, one of the largest rubber producers of Kerala with about 1,000 hectares plantation and director of family-owned VPL having three subsidiaries, was all willing to support Arunachal.

Ramchandran, having deep love for the Himalayas who had travelled to Manosarovar, informed that he would be visiting Tawang soon as tourist.

The VPL plantations as old as 1914 by the Britishers had changed ownership in 1947, he said, adding his total annual yield was 700 to 800 tons @ 2 tons per acre.

The knowledge gained is immeasurable which would be reported to the GoAP, Maj said before leaving the garden in late afternoon.  

 

 

Awareness campaign on Nirmal Bharat Abhiyan and FTKs handling

ITANAGAR, Feb 18: The third and final leg of awareness campaign on Nirmal Bharat Abhiyan (NBA) cum training on handling of field test kits (FTKs) in Lower Subansiri district started at Old Ziro on February 15.

Attending programme as resource person, T Tamuk, AE, explained in details on NBA, which aims at making the country open defection free. He spoke in length about water related diseases and diseases caused due to unhygienic practices in day to day life. He encouraged people to construct individual household latrine, for which govt provide funds.

BengiaSangkio, AE, Ziro while sharing his experience of conducting such training at Ziro- II and Raga blocks, he told the gathering that overwhelming response has been received from the villagers there and exhorted the participants from Ziro- I block to avail facility of IHHL under NBA. He also explained in details about formation of village water and sanitation committee (VWSC), its components and functions.

While assuring wholehearted support from PHED, he also sought cooperation from PRIs, trainees and general public in implementing NBA and make Arunachal open defecation free by the year 2015.

Tamo Kari, Gram Chairperson of Bamin Ayo appreciated the initiative and encouragement given by PHE department and assured full cooperation from PRIs members, VWSC and common villagers in achieving the goal of NBA.

As a part of awareness camping, a PowerPoint presentation was made by Moji Lomi, Consultant, regarding health, hygiene, water borne diseases and importance of sanitary toilets. A presentation was also made on water quality parameters for potable water.

Later, TaruApa and TokoRido, Lab. Assistants imparted training on how to handle the filed test kits, test various water qualities and make reports thereafter.

 

 

Training progon  PCR based approaches in biological research

PASIGHAT, Feb 18: A 3 days training programme on “PCR based approaches in biological research” began at College of Horticulture and Forestry, Central Agricultural University, Pasighat today. It was  organized by Department of Basic Science and Humanities of the college under Institutional Biotechnology Hub Project and sponsored by the Department of Biotechnology, Ministry of Science & Technology, Government of India.

The programme was inaugurated by Dr. A.K. Pandey, Dean, College of Horticulture & Forestry, Central Agricultural University, Pasighat.

In his inaugural address, Dr A K Pandey, Dean, College of Horticulture and Forestry, explainedabout inception of biotechnology in India and how the biotechnology tools can be used in increasing the productivity as well as the quality production of various crops and their varieties to feed the increasing population of the nation. He emphasizes the advancement of biotechnology in the medical as well as agricultural sciences through transgenic in agriculture and genetically modified crops to ensure the nutritional security in country.

Course Director Amit Kumar Singh  gave an overview of  the three days training programme details as well as the objectives  of  Institutional Biotech Hub in NE Region whichaims at  creating biotechnological awareness, popularizing the biotechnological knowhow among the students on application of modern biotechnological tools to promote education and research in biotechnology to attract brilliant young student of the region to build their career in the field of biotechnology.

Altogether 30 Under Graduate students from J.N. College Pasighat, Junior Research Fellows (JRFs) and Senior Research Fellows (SRFs) from College of Horticulture and Forestry, Pasighatparticipated in the training programme. Mass ‘Surya Namaskar’ was also organised today by Swami Vivekananda SardhShatiSamaroh (SV-SSS) at DeraNatungGovernment College (DNGC) as part of the 150th Birth Anniversary of Swami Vivekananda.

Students from different schools in and around capital complex performed Suryanamaskar under the command of Suresh Tripathy, Teacher VKV, VivekVihar.

Speaking on the occasion, LekiPhuntso, Director IPR said that the aims of the celebration is to give the universal message of Bharat-- oneness, respect, diversity and immortality of soul in the words of Swami Vivekananda to as many as possible.

Citing the effects of global warming he appealed all to preserve the wildlife and forest which help balance the ecosystem. “Respect our motherland as we respect our mother”, he said. He further asked everyone to dedicate themselves for the nation building to make a stronger Bharat.

REILA - an  annual event of RGGP begins

ITANAGAR, Feb 18: The REILA (Recreation, Entertainment, Informatory and Literary Activities) --- an annual event of Rajiv Gandhi Government Polytechnic (RGGP) began today with gaiety and full of enthusiasm.

The students have been divided into four houses namely Shiwalik, Aravalli, Udaigiri and Nilgirito show their talents in different fields.

Inaugurating the RIELA, J.K. Panggeng, Parliamentary Secretary for Education, Law, Legislative and Judiciary, has called upon the  students to maintain  discipline and take keen interest in extra-curricular activities for their mental and physical development.

In his address, Education Commissioner Ganesh Koyusaid sports activities are mandatory  for students for their all-round development.

Addressing the  gathering, the Higher and Technical Education DirectorDr.JoramBegi disclosed that the RGGP has been selected for nodal centre for community polytechnic scheme of GOI.

While referring to the Govt ambitious plan to establish 10 polytechnics in the state, Begi further informed that the Government is contemplating to start five polytechnics in the next academic year. He also advised the students of RGGP to set clear cut goal and thrive to achieve it.

A.K Tripathy, Principal of the polytechnic highlighted the growth and development of polytechnic in due course of time.He also advised the faculties to give more focus on teaching and learning process for the benefit of students.

Siram lauds dedicated service of Pasighat GH

PASIGHAT, Feb 18: The vital role played by General Hospital Pasighat in providing health care services to the people of East Siang district has been acknowledged by local MLA and Education Minister BosiramSiram.

Attending the valedictory function of the two days national level CME on ophthalmology here today, Siram opined that access to medical and clinical services is directly related to overall satisfaction with services in the local community. The doctors of the hospital are providing restless services to mankind over a century with quality and efficiency, Siram said. The hospital got the ISO certification only due to dedicated services of the hospital family, he said.

The minister advised to organize more such CMEs from time to time to update their knowledge know the latest development in medical sciences for delivery of better health service to the common masses. He handed over the key of a hearse-vehicle (body carrier) donated by Indira Gandhi Science Technology University, Ziro to the JDHS Dr. Kabang Lego.

Parliamentary Secretary (H&FW) NidoPabitra inaugurated the newly constructed double storied ANM kitchen cum dinning hall and also DB-TB (Drug Resistance Tuberculosis) Center at the TB hospital, Pasighat.  He announced enhancement of ANM stipend from Rs. 300 to 500, which was a long-pending demand. The parliamentary secretary informed that the government is putting best efforts to ensure better health care services by developing infrastructure of the hospital and providing medical equipments phase wise so that it could serve the people of East Siang and its peripheral areas.

He praised the efforts of JDHS Dr. Kabang Lego, MS Dr. OnikMoyong, DMO Dr. MandipPerme and Dr. YR Darang and guest doctors of ACOIN for conceiving the idea of conduct of CME on ophthalmology and outreached service to the unprivileged patients. He also appreciated the eye-specialists of the state for enrolling their names in ACOIN as regular members and hoped that people at grassroots level will able avail their services.

MLA Ralom Borang expressed gratitude to the doctors for conducting a village level survey and providing required treatment at Namsing village under Mebo subdivision where more than 600 patients were treated and spectacle and medicines given free of cost. Borang assured to organize one bigger camp at Mebo in coming days with cooperation and coordination of ACOIN and its state partners.

Dr. Swapan K Samanta, Secretary ACOIN informed that the organization is constituted with the intension of building a global platform for exchange of ongoing ideas and subsequent implementation of Community Ophthalmic practice around the world keeping Indian perspective in mind. He said the venture at Pasighat was very successful.

The JDHS Dr. Kabang Lego, MS Dr. OnikMoyong and DMO Dr. MandipPerme also spoke on the occasion. They said it is their responsibilities to ensure that community at all level must have access to the health facilities. However, because of lack of human resources, infrastructure there is always a constraint in health care delivery system, especially in specialties service like ophthalmology. To meet the gap we have to rely on community services like ACOIN, he said.

Deputy Commissioner RK Mishra suggested the hospital authority to conduct more CME on other subjects like orthopedic, cardiology etc in future and assured to extend all possible help. DIPRO

 

 

Slow pace of highway construction irks people

RUKSIN, Feb 18: The tardy progress in construction work of the two-lane highway by Border Road Organization (BRO) at Silly, Rani and Satmile portions between Ruksin and Pasighat has caused a great deal of dissatisfaction among the people.

The commuters have been facing hardship due to slow-pace of construction work of the highway. The BRO, which is entrusted with the work, has completed a stretch of 11 km of the road from Ruksin to Sille and another 8 km near Pasighat town last year and left rest 15 km stretch in a deplorable condition. Now, it has developed the remaining portions, but longer portion at Rani is yet to be touched which has caused great inconvenience to the commuters. Driving of motor vehicles becomes almost impossible along the road with large potholes and deep ditches.

The constructing agency is yet to complete the culverts and extended bridges. It is unlikely that the construction works will be completed before monsoon.

The villagers of Sille-Oyan said that Arunachal Pradesh Governor, Gen (Retd) JJ Singh, who visited Sericulture Farm at Sille in East Siang during October, 2011 assured to move the BRO officials to expedite highway works in the area. But, his assurance did not yield any result.

The NH-52, passing along the Assam-Arunachal border is the lifeline to East Siang, Upper Siang and parts of Dibang Valley districts as essential commodities to those areas are transported through this route. It also links North Assam districts with Siang belt of Arunachal and exerts at Sitapani junction at Upper Assam’s Tinsukia district.

The vital highway from BaihataCharali in Lower Assam came up at the time of Chinese aggression in 1962, for transportation and mobilization of security forces to the Indo-China border. But, the road remained same even after five decades.

 

 

Army conducts training prog on vocational courses for youths

ITANAGAR, Feb 18: With the growing number of unemployed youths   and quality education getting tougher for the poor children, the month-long training programme on vocational courses under Operation Sadbhavna organized by the 8th Bihar Regiment,  stationed at Bordumsa, brought a ray of hope and encouragement to over hundred youths of the Sub Division.

The  trainingprogramme on vocational courses like driving, electric mechanic and electric wielding which started on January 16  concluded today with distribution of certificates along with  necessary tools  to the  successful participants in the training programme.

The Army officials also assured that the youths who had successfully completed the driving course will be provided driving license by the Regional Transport Officer (RTO).

Addressing the valedictory function BordumsaADC KentoRiba highlighted about the value of the knowledge that the youth had achieved. He reminded them that they were fortunate enough to get such practical knowledge at their door steps without having to spend huge sum of money and going far away from home for such studies. He further advised them to use their newly acquired knowledge for the proper livelihood for themselves and their family and for the society as a whole.

Appreciating the kind gesture of the armed forces he thanked Major Mithilesh under whose supervision the courses were successfully completed

Over thousand benefited from health mela

ITANAGAR, Feb 18: District Health Society Yupia has conducted two days health Mela at CHC Sagalee on February 15 and 16.

Altogether 1037 patients were thoroughly checked up during the mela and medicines were distributed free of cost to all the needy patients.

During the two day health mela, the medical teams from state hospital, Naharlagun and CHC Sagalee carried out Ultra sound, chest X-ray, RMT, Hepatitis test etc. Exhibition  on family planning methods, distribution of pamphlet and condoms were also other activities of the mela.

Apart from these, Baby show and documentary on personal health and hygiene etc were  major attraction of the health mela.

Earlier, the Mela was inaugurated by ZPM Chairperson Nabam Aka in presence of DMO Dr. S Ronya, DRCHO Dr KipaTuglik and all specialist Doctors from Arunachal State Hospital and general public.

On the occasion, DrTuglik highlighted on JananiShishuSurokshaYojana, immunization, family planning, personal hygiene and mother and child health care.

 

FGA’s training prog for Mechuka people

ITANAGAR, Feb 18: Future Generations Arunachal (FGA) organized four days training-cum demonstration on cultivation of Apatani variety of bamboo and paddy for the people of Mechuka on February 11 last. The species of bamboo and paddy were brought from the Apatani plateau and later distributed among the women groups, volunteers and villagers. As many as 39 participants attended the training. It is worth mentioning here that the Best Practices project to identify the best way to empower the local communities has been started in 2008 by FGA in three areas, namely Mechuka in West Siang, Koyu in East Siang and Yazali in Lower Subansiri. Resource person on bamboo and paddy from Apatatni plateau imparted training to the community. They were equally trained and supervised by Kago Yam and NimaBuriPhilley from FGA. The whole programme was coordinated by MoneGurung, Programme Coordinator, FGA.

 

AOA praises Govt for honouring sportsperson

ITANAGAR, Feb 18: Arunachal Olympic Association (AOA) has praised the state government for honoring a sportsperson and a coach with state award.

The state govern-ment’s decision to honour lady karate player Debia Yakap with Gold medal and Karate coach S. Deben Sharma with a Silver medal in recognition of their outstanding performance and contributions towards development of the sport in Arunachal Pradesh deserves appreciation from all quarters, said AOA Secretary General G Doke.

The award will be conferred on them on the occasion of Statehood Day celebration on February 20.

“This will go a long way in encouraging other sportspersons of the state in taking up games and sports as career,” he believed.

Yakap created history by winning the first medal for the state in National Games in 2007 in Guwahati and Sharma, who dedicated his life for the development of the sport, is one of the founder members of Arunachal Karate Association. He is also the man behind success of many karatekas in the state. His contribution towards development of the Karate as coach is outstanding, the AOA Secretary General said.

Meanwhile, the AOA Secretary General has welcomed IOC’s decision to short-list Karate for inclusion in 2020 Olympic Games along with seven other sports.

Elated over the decision, Doke hoped that the long ignored sport at biggest sports show on earth will win nomination for inclusion in 2020 Olympic Games. According to Karate officials in Arunachal Pradesh, Karate is practiced by more than 5 crore people around the world in more than 127 countries which underscored the popularity of the sport.

 

AAPSU demands  proper security for  boundary people

ITANAGAR, Feb 18: A team of All Arunachal Pradesh Students Union headed by its vice president protocol Happy Toko today visited Balijan Sub- Division to take stock of the prevailing law and order situation. The team also had a look at problems of encroachment by people from neighbouring state.

During the visit AAPSU team found that the officials posted at boundary areas are not attending their duties giving immense trouble to the peoples residing in trouble torn areas. AAPSU urged department of Border Affairs to get proactive role to ensure protection of people of boundary areas. Further the Union called on state government to immediately post circle officer and adequate numbers of police force at Balijan Sub-Division keeping in view the sensitive nature of the area. AAPSU appealed the state government to ensure that the status quo on boundaries be maintained as per Supreme Court order.

The Union added that it will never tolerate encroachment of Arunachal land and warned the anti-social elements not to disrupt the peace of our state.

ITANAGAR, Feb 18: The Tenth session of the Fifth Legislative Assembly of Arunachal Pradesh will commence on 15th March, 2013. The five days session will  come to an end on March 20, according to an official release.

 

AdiSU rally on Lower Siang issue

RUKSIN, Feb 18: Adi Students Union and Adi Bane Kebang (ABK) are jointly organizing a mass rally at Do:yingGumin hall at Pasighat tomorrow to mobilize people in order to gain support to their demands for exclusion of Adi villages from the declared Lower Siang district, demarcation of East Siang and Lower Siang district boundary at Simen river and to hold the public hearing at Depi village under Nari circle. The AdiSU and ABK also demanded the state government to review the feasibility report sent by East Siang district administration regarding creation of the new district.

The RamleBanggoAdi People' Forum is extending support to the rally and has made fervent appealed to all sections of people in the district to participate the rally and make it success.

But, in the contrary,RamleBanggo Welfare Society secretary KayiDabii urged the AdiSU workers to work for development of education in lieu of organizing such rally or meeting. Dabii also requested the ABK functionaries to sit in joint meeting of Adi and Galo organizations to solve their problems, rather than organizing such rallies.

 

NyokumYullo celebration begins

ITANAGAR, Feb 16:  The NyokumYullo celebrations began at historic NyokumLapang ground, Itanagar yesterday with inauguration of food stalls by local MLA TechiKaso. Also present on the occasion was additional district magistrate TaloPotom.

The duo visited all the food stalls which include Nyishi, Khampti, Galo and so on. They appreciated organizers for coming up with such idea of promoting brotherhood among various tribes of state. Organizing Chairman LokamNai stated that visit of both the dignitaries has encouraged everyone present and he called upon every Nyishibrethren to celebrate Nyokum with pomp and gaiety.

Meanwhile assistant publicity secretary of celebration committee Kabak Himalaya informed that volleyball competition continued. Rally against rape, demand for  arrest of all accused

NAMSAI, Feb 18: Members of the Students Union Movement of Arunachal Pradesh (SUMA) and other organizations took out a rally from Medo to Namsai today to protest the recent rape of a minor school girl by Chakmas.

The organizations along with the mahila mandal here later submitted a memorandum to the Lohit district administration, demanding early arrest of the remaining three accused in the rape, and asked that the 12 accused not be granted bail until investigation in the case is completed.

 

Forum reiterates demand

ITANAGAR, Feb 18: The United Parsi-Parlo People’s Forum (UPPPF) today reiterated its demand for action against the KurungKumey DFCSO and two Fair Price Shop dealers for alleged embezzlement of public subsidy item.

While reacting to the news item under the headline ‘PR leaders refute allegation against DFCSO’ published in this daily on February 17, the UPPPF claimed that the FIR was lodged against the officer on the basis of fact obtained through RTI and ‘ it can not be treated as an allegation under political motivation’.

Reacting to the demand of the Panchayat leaders for action against Forum chairman, the  Forum further said that  ‘singling out’ the name of Forum chairman for action is a mockery of democracy. “We shall stand by our demand for action as per FIR lodged”, the Forum said.

‘Demand baseless’

On the  other hand, All KurungKumey Fair Price Shop and S K Oil Welfare Association has requested to the people of KurungKumey not to disturb the sincere and devoted officer (DFCSO) for the betterment of the  area. At present the district is getting sufficient PDS items under the active guidance of the present district administration and DFCSO, the   Association said.

Expressing surprise over the statement regarding lodging an FIR against the DFCSO the Association further said  that distribution part of PDS item to consumers is done by FPS under the control of administrative officer of each jurisdiction. Therefore, it said, the DFCSO  has not way to blame.

Meanwhile, Parsi Parlo Area Youth Organization has termed the allegations leveled against the DFCSO and FPS dealers as baseless  and politically motivated.  The PPAYO president in  a release said that he had visited  Parsi-Parlo area during last January and found that beneficiaries are receiving BPL/AAY rice from Fair Price Shops at Langbang and ParsiParlo.

Tirap admin. conducts training on TDS under VAT

ITANAGAR, Feb 18: Tirap District Administration conducted training for maximisation of revenue in connection with Tax Deduction at Source (TDS) under VAT under the chairmanship of Deputy Commissioner Dr. Sachin Shinde at his conference hall here today.

The meeting was attended by all DDOs/HODs to get equitant on TDS subject matter pertaining to department of Tax and Excise. The DC suggested all the DDOs/HODs present in the meeting to strictly abide by government guidelines on TDS under VAT to increase the state revenue.

Earlier, S Wangpan, Superintendent (T&E), Khonsa explained about the concept of Entry Tax and Value Added Tax (VAT) of Arunachal Pradesh Goods Tax Act and Rules. All the mandatory parts of TDS under VAT pertaining to Works Contracts, contractors opting normal scheme, opting for simplified accounting method, Sale or Supply of taxable goods and the requirement of the government department, procedures of Tax Deduction at Source, penal provisions were explained in detail with the help of PowerPoint presentation. Committee visits Phaa bridge project

ITANAGAR, Feb 18:  Development Monitoring Committee of construction of Phaa Steel Bridge and Dha to Gangte Road team lead by its Chairman Tam Taying and General Secretary ReiPrakash visited the ongoing construction work of 120 span of Phaa Steel Bridge over Kumey River at Gangte recently.

The team also interacted with staff of executing agency and PWD officials of Tali Division and expressed their satisfaction and appreciated  the department concerned for their tireless efforts.

The committee also assured to provide all possible help and support to the executing agency and the department concerned for timely completion of the said project. It also said that reputed company should be awarded for construction of superstructure work. It further appealed to peoples of Gangte circle and its adjoining areas to cooperate with the executing agency for early completion of the project.

Meanwhile, the department officials ErNangbia Leda andErNangramSina assured to complete the project within 2014, the  committee said.

A Review of General JJ’s A Soldier’s General

A Soldier’s General, Harper Collins, New Delhi, 2012, by General J.J. Singh, is a story of a ‘death-defying’ soldier; of a fighting soldier to four star general; of a soldier’s general to people’s governor; and of a warrior and a winner. The bookreflects General Singh’s fighting spirit, leadership quality, Indianness, and his idea about philosophy of life.

Houafrathwiywdongayao; Hinzaofrathwiy-wgwrlwizwnwmao is a Bodo proverb that can be roughly translated as, “Men die in battles and warfare; Women die in childbirth”. General Singh’s story, which runs into around 400 pages, has a potential to prove this centuries-old saying wrong. When General Singh was born at Samasata on 17th September 1949, his mother had a forceps delivery, “and both she and I survived, in an era in which there were many deaths during childbirths” (p. 19).

General Singh himself survived many attempts on his life. In one of the counter infiltration operations in Kashmir, called Operation Mousetrap, he suffered a near-fatal bullet injury.  As a Brigade Commander, he was instrumental in containing the ‘fire’ and punching decisive blows on the terrorist networks in Kashmir Valley. As such, anti-national elements swore to teach Brigadier Singh a lesson, and he was awarded ‘death sentence’. A trap was laid for ‘Saitan’ Singh, as terrorists would call him, in the heart of Baramulla town. It was an urban ambush. His convoy came under heavy attacked by machine guns, rifles, grenades and rockets from houses and rooftops. He survived so did his guards (Chapter 13). Another incident of narrow escape was when the jeep (he was travelling with his family towards Siliguri) came so close to a rough elephant that they “could smell his body odour” (p.65). Similar incidents are described in pages 71, 85 and 175.

General Singh has very cleverly added romantic angle to his book so that the readers may find it interesting to go beyond military strategies and strikes. He describes a situation in which an attractive Bengali girl, who became ‘off-limits’ to him, was taught ballroom dancing (p.42). As a child of eleven or twelve years of age, he was in ‘puppy love’ with a girl and “wrote ‘ILY’ followed by her name with a white chalk on the road that she would usually take to school”. Later, the mischief was found out and he was soundly thrashed (p.23). His ‘Dogri damsels bathing’ reference in page 27 is equally tempting.

It was during his stay at the Intelligence School, Poona in 1970 as an instructor that he met his future wife, the first lady of the State today. In his own words, she was “very charming and talented young lady”, whom he called Rohini. Readers would be interested to know why he calls Madam Anupama as Rohini. The circumstance under which they met is beautifully depicted in thirteen sentences (page 57).  It reads:  “The scene was straight out of a movie…….”

The book is structured into 41 chapters. Chapters 1 and 2 are the descriptions of his family’s military tradition and their association with the Marathas. In chapter 3, history of the Sikkim is provided in brief and explains how Guru Nanak’s philosophy remains a source of his inner consciousness and spirituality. Chapter 4 is the narration of the impacts of Second World War and Partition on his family and that of his in-laws. Chapter 5 narrates his childhood time, leading enjoyable rustic life in various Army cantonments.

General Sing’s military career started in January 1961, when he along with his elder brother joined National Defence Academy, Khadakwasla. The Cradle, chapter 6 tells about his Academy days. How he was ragged by a senior, when he was standing in a queue in the barber shop, is comically presented in page 35. This was the time when China attacked India, affecting training period in Indian Military Academy. General Singh joined Maratha Light Infantry Regiment in 1964 as second lieutenant with monthly salary of rupees four hundred. Chapter 7 discusses his regimental responsibilities, and how the 9 Maratha Light Infantry encountered Naga rebels.

As Battalion Commander he was moved to Tezu in Arunachal Pradesh in 1981. During this posting, as told in chapter 9, he exhibited exemplary leadership quality by protecting the interest of the soldiers under his command. When an exercise was underway to test the suitability of ‘mobile defence in the mountains’, he compelled his immediate senior to see reason when his team was being pressurised to move towards ‘enemy’ positions by risking casualties (p.83). His truthfulness was revealed and praised when he ‘experimented with a truth’ in one of the operational locations. For details see page 85.

Chapter 10 is the story about his posting in Algeria as Military Attaché. It contains his personal account on changes that took place in Algerian society.

Chapters 15, 16 and 17 describe his role as additional director of military operations (ADGMO). He underscores geo-political significance of Siachen, and gave personal assessment on the success and failure of Operation Badrby Pakistan in Kargil. He says, Indian military response to Pakistani intrusion was “slow and measured, massive and ruthless” (p. 159). For his service as ADGMO during Kargil war, he was awarded AtiVishishtSeva Medal. After his assignment at Military Headquarters as ADGMO, he was assigned to take over the command of 1 Corps (Strike Corps). Exercise Poorna Vijay was conducted, under his leadership, successfully and with full media glares (Chapter 18).

Exercise Poorna Vijay was followedby Operation Parakram, when his Corps was ordered to mobilise for war after Indian parliament was attacked by terrorists from across the border. To him, this Operation had many plus points. We saw “some clamping down of terrorist infrastructure in Pakistan and reduction of terrorist activities in Kashmir” (Chapter 20).

When asked, “How does it feel to be the first Sikh chief of the Indian Army?” General Singh’s instant response was, “I consider myself first and last to be an Indian” adding that he was “proud to be a Sikh, and equally a Maratha”. After all, General Singh was going to head an institution that was apolitical, secular and professional, which was founded on true spirit of nationalism (Chapter 22).

.General Singh provides his own perspective on the security of India - both internal and external- keeping in view the global security environment, which, according to him, has “witnesses a paradigm shift” (Chapters 23, 24 and 26). In chapter 28, he devoted twenty five pages on the significance of military diplomacy as a vital component of India’s foreign policy. He sounds quite optimistic of our future relations with China. Necessity of modernisation of Indian armed forces, in the age of information technology, is outlined in the next chapter.

General Singh, as learnt from his grandfather, firmly believes that respect has to be earned or commanded and not demanded. Chapter 30 addresses the issue of leadership, including ‘age row’ involving his successor, General V.K. Singh. It would be interesting to read his remarks on ‘parasites’ in the Army establishment, ’half-tiger-half-mouse’ type leadership, and ‘are you pregnant’ comment on the commanders, who count the months while they are in command.

An interesting addition to his book, chapter 34, is a drawing of parallel of himself and General Pervez Musharraf at personal as well as professional counts. He considered himself         as “having edge” as there was nothing to distract him unlike his Pakistani counterpart, who had “taken upon himself the responsibility of running the country as well”.

His days in Arunachal Pradesh as its Governor are reflected in six chapters (Chapters 35-40). General Singh addresses the issues of development or lack of development, problem of insurgency, Look East Policy vis-à-vis North East India, and many related issues confronting the State. He wishes that the people of Arunachal Pradesh accept him as their own Governor, or at least as the Head GaonBura. He initiated many developmental schemes specific to the State, which are often termed as ‘Proactive Approach’. He candidly admitted that “….at that time, Tirap and Changlang districts were witnessing violence and strife and a vicious struggle for dominance by the two NSCN groups. Forced recruitment, illegal taxation, extortion and coercion were the order of the day” (p.319).

When the modern history of Arunachal Pradesh is to be written, we hope to have General Sing’s people-friendly initiatives- Bamboo Centre, Arunachal Scout, Institute of Hotel Management, National Institute of Mountaineering and Adventure Sports, Orchid Centre, bee keeping, etc, included in it. His concern for Arunachal Pradesh, given his constitutional limits, is so intense that he came up with a new idea of ‘Team Arunachal’. He has been “liberally presenting the Team Arunachal badge to all citizens who do outstanding work”. I am proud to be one of them. A line, “I have cherished desire to see the majestic yellow-beaked Indian hornbill in full flight in Arunachal” speaks volumes for the future of Arunachal Pradesh and its people (p.320).

His book does not end with the idea of ‘Team Arunachal’. Reflections from the verandah of Raj Bhawan (Chapter 41) are the reflection of the self and the future of India- seeing India as civilizational concept. Philosophy of life included. He has a simple definition of happiness: “It is much better to be a happy colonel rather than an unhappy general” (p.355).

Renewable energy and budget provision

India's 12th Five Year Plan sets an ambitious target for the development of renewable energy in the country.  But, according to Climate Parliament, a network of cross-party Parliamentarians working to promote renewable energy, the budget allocation does not commensurate with the target.

Based on the target of 12% renewable energy in the electricity mix by the end of the 12th Five Year Plan, a corresponding renewable power capacity addition of 30,000 MW has been planned. But the budget allocation for the same is only Rs. 19,113 crores, a mere 0.7% of the total union budget. This also falls short of the recommendations made by the Estimates Committee in its thirteenth meeting for increasing the budget allocation to 1% of the total union budget.

Climate Parliament has released its new Renewable Energy Policy Update: 'Renewable Energy in 12th Five Year Plan'.  The policy update analyses the key provisions of renewable energy in the 12th Five Year Plan Document, presented at the National Development Council Meeting in December 2012.

The 12th Five Year Plan Document proposes several new initiatives and progressive measures as compared to previous plans, like establishment of National Institute of Solar Energy, Creation of National Bio-energy Mission, Renewable Energy Development Fund, Renewable Power Evacuation Infrastructure, National Biomass Cook Stove Programme and others.

According to the update, a major gap is the lack of clarity regarding renewable energy contribution, expected during the plan period. 'While one section estimates a 9% contribution by RE in the electricity mix the other states a 12% target for the same year, in accordance to the NAPCC target. This lack of coordination and direction in the renewable energy targets amongst different government bodies can hinder the comprehensive development of the renewable energy sector' says Climate Parliament Update.

Appreciates for saving life

Dear Editor,

Through your esteem daily, it is to inform to general public that on the night of 16th February at around 11 PM one speeding vehicle knock down Kenge Ado, an Assistant Sub Inspector (APP) who was coming back to his residence after curtsy visit to a friend who got operated recently. The incident happened near Old Deputy Commissioner Office, Naharlagun and the driver sped away without caring about the ailing person. Not even that, the person who was following the vehicle which intentionally hit the police officer also did not try to help him to get medical treatment. ASI Ado somehow managed to raise his hand hoping to get help from the passing vehicle but in vain. After a while  Yukar Taw, a true dedicated social worker who was passing through same road found Ado in pool of blood and immediately rushed him to General Hospital, Naharlagun without a second thought. This act of Yukar Taw is really a commendable and praiseworthy act and we don’t have any appropriate word to convey our gratitude to him.

Betrayal after betrayal

Before our memory fades lets us recollect the news item that appeared in this esteemed daily on 25.12.2012, which reported “Major Issue faced by the Gurkha and Yobins of Vijaynagar was solved on spot, by Nabam Tuki, the Chief Minister of Arunachal Pradesh by distributing PRC certificates to few senior citizens and has directed all others to apply for the same and collect from the office of the circle officer.

On 17.02.2013 While sipping a nice cup of tea in the morning and going through this esteemed paper to find out what is going on in my state, I was deeply hurt and felt once again betrayed by the Government, on coming to learned that the government’s high power committee formed for recommendation of granting PRC to non-APST is still in the process of discussion. May I ask a question, Was Mr. Tuki’s act of granting PRC to the few residents was a joke? Or is he fooling the illiterate residence of Vijaynagar?    

We the Yobin people have faced betrayal and nothing else from the Government of Arunachal, and every time a new government is formed we looked forward that our grievances will be addressed but nothing happens apart from empty promises, and we are back to square one with deprivation and discrimination.

The Yobins have a long historical attachment with Arunachal Pradesh since North Eastern Frontier Agency days and as such one of the aboriginal tribe of the state which fact is acknowledged by the other brother’s of Changlang district that is Tangsas and the Singphos. And it is an open fact that we have been demanding for the restoration of our schedule tribe status for the past 40 years or so therefore non-granting of PRC is not our major issue, the demand for PRC is the demand of the Gurkhas who were settled in our land. As such the government’s interest in addressing their issue is justified because they have become more influential than the Yobins, and why not, the Democracy is about how much noise a particular group can make. We the Yobins cannot make noise because we have become minority in our own land and our status tagged with the refugees.

I have no hard feelings with our Gurkha brothers I am only trying to make my point across the table is that we are the indigenous tribe of Arunachal Pradesh as such only Granting PRC to us tagging with other Non APST is not going to help us. We demand our Schedule Tribe status, if the government feels Gurkhas should be given PRC is upto them without floating the laws and rules mend for the protection of the tribal people. Let every right thinking citizen of Arunachal spare a few minutes of their valuable time and ponder upon this issue, lest 10 years from now we may wonder, What have we done?.
